The Blacksburg Planning and Building Department has received a request to rezone approximately 0.939 acres from the General Commercial (GC) and Transitional Residential (R-5) Zoning Districts to the Planned Residential (PR) Zoning District. The properties owned by Dick A. Cook Trust & Mary K. Eaton Trust, (Tax Parcels 226-B 1 2; 226-B 1 3) are located in the 900 block of Progress Street, NW, and also has frontage on Montgomery Street, NW.  The applicant, Craig Stipes of Broadstreet Partners, LLC, is the contract-purchaser of the property, and plans to develop the vacant site with 19 single-unit and multi-unit dwellings (52 bedrooms) for a maximum density of up to 55 (55.3) bedrooms per acre.  The adopted Future Land Use Designations for these properties is High Impact Commercial and Medium-Density Residential which allows up to 20 bedrooms per acre.  This request, if approved, reflects an increase in density to up to 55 bedrooms per acre, which is higher than the maximum residential density envisioned in the Medium Density Residential Future Land Use Designation.  Additionally, the proposal includes the development of associated parking, residential amenities, and infrastructure.

RZN17-0001 03-09-17 Town Council Packet

Neighborhood Meeting: Thursday, Feb. 2, 6:30 p.m., Blacksburg Motor Company Building at 400 S. Main St.   This is an informal meeting that will give the applicant the opportunity to present the plans and provide the attendees with the opportunity to ask questions.  A staff member from the Planning and Building Department will forward the notes from the meeting to the Planning Commission and Town Council.   
Planning Commission Work Session: Tuesday, Feb. 21, 5 p.m.; Blacksburg Motor Company, 400 S. Main St. The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment during the meeting.
Planning Commission Public Hearing: Tuesday, March 7, 7:30 p.m., Roger E. Hedgepeth Chambers, second floor, Blacksburg Municipal Building, 300 S. Main St.

The Planning Commission will hold a public hearing on the request and make recommendation to the Town Council. There will be an opportunity for public input at this hearing.

Planning Commission Recommendation: Approval 

Town Council Work Session: Tuesday, April 4, 11:00 am; Blacksburg Motor Company, 400 S. Main St The Town Council will review the request, the Planning Commission's recommendation, and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however this is not a public hearing, and there will not be an opportunity for public comment during the meeting.
 Town Council Public Hearing: Tuesday, April 14; 7:30 pm; Roger E. Hedgepeth Chambers, second floor, Blacksburg Municipal Building, 300 S. Main St. The Town Council will hold a public hearing on the request and take final action on the requests.  There will be an opportunity for public input at this meeting.
